As I stated last month, this week is National No Name Calling week" with a special emphasis on celebrating kindness, which, incidentally, is the special direction the Muppets are taking this year.

It's valuable to celebrate kindness while working to create safe schools free of name-calling, bullying and bias. This national program is supports over 60 national partners it's covered by over 60 national partners including the National Teachers Association.

Whether you’re a teacher, student, guidance counselor, coach, librarian or bus bus driver, (show note book) there are loads of actives available free of charge. And they're all on the web. Tons of available to put in.

Policy Approvals

110 pages of OSBA recommended policy changes have been available for over a month yet the parents and the public didn't have access to them until 30 hours ago. At this point, all district input had been received to make the final recommendation to the board cutting out all other input. While 30 hours is 6 hours more than required by board policy, it effectively removes many from involvement many parents in the involvement of their children's school because it provides little time for them to participate without pulling an all-nighter. I hope this is not intentional.

Furthermore, BFC reads "A proposed change in policy will not be made at the meeting in which the change is proposed unless an emergency situation arises." Approving the changes and having the 1st reading of those changes at the same meeting not only removes community input, but negates the purpose of co-creation of a public institution of learning.

I hope the board gives consideration for the proposal to have the packet available by the end of the day Friday so those who have time with fewer conflicts to get involved. This this board packet was 245 pages long.

Specific Policy Comments

As stated in my eMail last night, to you all, I recommend postponing consideration of JFCF and JFCF-AR, which, if passed, will put the district in noncompliance with state law. And review the OSBA changes for KL and KL-AR will note that you already approved those at the 11/18 board meeting and they already appear on the web.

Here to I submitted my recommendations for consideration through eMail to you. I hope they can be addressed and at least considered in the presentation of the material today.

BHSD 17C Student Enrollment and Class Size 2015-16 presentation.

We're the 68th largest school district of the 197 in Oregon. Here, again, I made my comments through eMail and hope they will be consider during the presentation and before adoption of the plan. In consideration of the Curry Community Health Update agreement, I erred and had the recommendation for an additional school counselor under the middle school QEM Prototype when I intended it to be in the Elementary QEM Prototype.

HIV

Over 50% of Brookings seniors claim they have had sex, many with multiple partners.

Make it know, make it known to parents and students about an approved HIV over-the-counter test has has been approved and the CDC has changed their protocol and recommends any body that has multiple sex partners be tested. About 25% of the people we believe have HIV are in that category. And it is available at Rite-Aid by the way.

Knowledge Bowl

I've known, I've gone to several knowledge bowls in the past and found them very impressive. Unfortunately, a search of the web site produces no mention of this. Someone other than myself might be.. like to observe our students competing and showing off their skills in a public activity other than in sports.

Board Goals

Board policies call for community involvement.

Standard 2 Update policies. Board, not OSBA, is responsible for accuracy and legality. Note my previous comments on this subject.

Standard 3, call for community relations (an information day once a quarter) I hope there is more community involvement than that and will hold that discussion until the PIO comes on board.

Standard 7 - allow public input in meetings. As it stands comments are only made at the start of the meeting and not in relation to the actual discussion. It would be more participatory if there was space of public...public points, counterpoints, or clarifications when the subject is addressed.

School Safety Discipline Report

I will pass out the discipline chart that compares the last 7 years through the the uh 2014/15 school year. Expulsions were down while overall disciplinary actions consisting of in school and out of school suspensions were 18 were up 18% from the previous year primarily in the area of disruptive behavior. That it that it remains below the rate for the previous 4 years, however, is a good sign. Thank-you

What the minutes say

Gordon Clay stated this week is no name calling week. He added information about activities available to conduct during this week. Gordon commented on the availability of the board packets and stated its release provides little time for the public to review and have input. He asked that the board packet be available to the public on the end of the day on Friday. Gordon Clay commented on policies and his recommendations for changes prior to adoption. He made additional comments including Knowledge Bowl, Board Goals and Standards. He handed packets to the board in reference to his input.
