Background
Back in 2012, when I (Gordon Clay) was
involved with the Curry County Commission on Children and
Families and a card-carrying member of the Curry County Drug
Free Communities Coalition, I went through a
Party
Dispersal Training from the
Curry County Sherif's department (2015?) put on by two
officers from Minnesota, I believe. At the time, BHHS
teacher's knew of every party in advance from their
connection with students. The problem was within Law
Enforcement. Brookings police didn't have jurisdiction or
funding to cover the South Fork and the Sheriff's department
had limited resources and staff to intervene. In another
email I was told "Technically, this is a class A
misdemeanor, therefore the police, sheriff, and
DA don't bother."

2016
On Friday, April 8, 2016 there was a very large party at
South Fork (over 100 kids). According to sources who were
there "Mostly Seniors and Juniors present." "...there was
about 500 beers, supplied by who knows who." "Apparently at
the party there was pot and perhaps other stuff, certainly
including alcohol." "Known drug dealers, local and from out
of town, were there." "These kids are now buying and selling
pills as well. morphine, oxycontin, LSD, heroin,
roofies
and others have been mentioned." "While law enforcement
monitor's the Internet for activity, they can't see the
instant messaging." A copy of an Instigram I have that
was sent on May 29 at 1:08pm before another party by a known
dealer read "Need bud." which is code that there will be
marijuana available at the party,
"Some varsity baseball players tried
to start a fight." "The reason the fight started basically
is "sex". It wasn't rape, but the girl was by her own
admission "so drunk I don't remember exactly what happened",
but I'm sure it's (sex at least) happened up there before,
maybe not that night." (Editor's Note: If she was not
in a condition to clearly say "Yes." it probably was rape
and second, note the results that 11th grade Curry County
students gave to the question "Ever physically forced you to
have sex?" from the 2009-2023

"It's hard to say who has bullied and
harassed, but typically it resides in mostly the Junior and
Senior Athletes (upper class men) upon Freshmen and some
Sophomores. It's getting worse and certainly out of control
in some areas." "It seems like the athlete's believe that
they won't be caught because not much is being
done."
My dream is
1. Members of the Curry County Local Public Safety
Coordinating Council (LPSCC)
develop a coordinated plan the stage a Party
Dispersal event at least once
a year upriver of Brookings and Gold Beach.
2. Insure that all school districts in Curry County adopt a
Random
Drug Testing policy
3. and actually implement the policies throughout the
2018/19 school year including levying consequences for test
failures, as outlined in the policies
I hope this and other efforts are made
before another student gets raped or gets killed on the
drive back from South Fork or other popular underage
